Open letter to Franck Vandenbroucke

Citizens’ questions regarding covid19 management policy and sanitary measures.

This letter was sent on November 17 by Annes Bouria to the Minister of Health and also forwarded to Eliane Tillieux, President of the House of Representatives. 

« Dear Federal Minister of Public Health

In the context of a purely citizen’s question, I would like to ask you to answer the questions related to the attached articles concerning the perspective of the figures on covid in Belgium(1).

  1. What have the federal authorities actually done with respect to hospital resources?
    to face the « 2nd wave » situation that they have been dreading for more than 6 months?
  2. Why is there absolutely no policy for the management of patients with
    covid in ambulatory (outpatient) ? Wouldn’t this policy of not taking care of,
    among other things, at the origin of the over-frequentation of covid hospitals, and a fortiori of the over-mortality of covid?
  3. In view of the questionable diagnostic reliability of PCR tests for SARS-Cov2, are all patients admitted and classified as « covid » sick because of SARS-COV2 infection, or are some of them victims of other respiratory infections while being carriers of SARS-COV2 without the latter being the major cause of their clinical condition? As for the deaths classified as « covid », can we say with certainty that the « covid » deaths all have a major origin in Sars-Cov2 infection?
  4. If it is commonly accepted that there is usually a 10 to 15 day delay between sanitary measures taken to limit the spread of Sars-Cov2 and its expected effects, how can we prove the effectiveness of this new containment on the evolution of the epidemic knowing that, as it is shown in the article, the peak of this epidemic episode was reached around October 25th? What is the scientific evidence in terms of the effectiveness of containment measures on overall mortality? Why has the risk/benefit balance of the containment strategy never been seriously evaluated, both in medical and socio-economic terms?
  5. If it seems very likely that SARS-Cov2 has a seasonal tendency and that a particular variant of SARS-Cov2 (variant 4) is at the origin of this autumn epidemic peak, why maintain a dialectic of blaming the citizen, making him/her mainly responsible for the situation through his/her behaviors, when this autumn episode reflects a classic, identifiable and quantifiable evolution of the dynamics of a viral epidemic? Why maintain the same health policy for a viral infection that has seen its apparent lethality rate divided by 5 over the last 6 months in our country (15.7% as of May 31, 2020 versus 2.8% to date)?
  6. In the context of the possible future vaccination campaigns that your legislature seems to be in a hurry to launch, can you guarantee each citizen the right to informed consent as well as the right to refuse to be administered this vaccine with its unprecedented technology, in accordance with the law on patients’ rights of August 22, 2002, the respect of Article 23 of the Constitution and the Nuremberg Code?
  7. Finally, what is the constitutional legitimacy of the recent health measures? Are the members of your government aware of the serious consequences for fundamental freedoms and the sustainability of a democratic state based on the rule of law?
